New penalties for fare evasion
For Notices of Violation issued on and after January 1, 2025, the penalties for fare evasion violations committed during a four-year period are:
- First offense: Warning, no fine.
- Second offense: $100 fine with $50 OMNY credit ($25 if enrolled in Fair Fares NYC) if fine is paid on time in full.
- Third offense and up: $150 fine or a criminal summons.
Participants in the Fair Fares NYC program (also referred to as Fair Fares NYC) are eligible to have their fare evasion fine reduced by 50% (proof of enrollment required). Individuals who enroll in Fair Fares NYC after getting a Notice of Violation and before their hearing date are eligible to have their fare evasion fine waived (proof of enrollment required.) Visit the Fair Fares website to enroll in Fair Fares. Read the TAB FAQs to for more information. Fines for NOVs issued prior to January 1, 2025 will not be reduced or waived based on Fair Fares NYC enrollment.
If you received a Notice of Violation for fare evasion on or after January 1, 2025, your Notice of Violation will not have a fine value written on it. You will receive a Notice of Warning or Notice of Fine by mail within 15 days of being issued your Notice of Violation. If you haven’t received a Notice of Warning or Notice of Fine by that time, contact TAB at (347) 643-5805.
For Notices of Violation for fare evasion received on or after January 1, 2025, do not pay until TAB has informed you of the fine amount. Read the TAB FAQs to for more information.

How to get to the Transit Adjudication Bureau
The Transit Adjudication Bureau is located in Downtown Brooklyn at 29 Gallatin Pl., 3rd Floor (between Livingston St. & Fulton St.), Brooklyn, NY 11201. It is open Monday through Friday from 8 a.m. to 5 p.m.
You may pay a fine between 8 a.m. and 4:45 p.m. You may appear for a hearing between 8:30 a.m. and 2:30 p.m.
The Transit Adjudication Bureau is close to several subway and bus lines:

- Nevins St or Borough Hall
- Hoyt-Schermerhorn
- Jay St-MetroTech
- B25, B26, B38, B41, B45, B52, B54, B61, and B67 buses
Language services
If you are not able to communicate effectively in the English language, interpreter services will be made available to you at no cost. TAB utilizes a service plan that provides over-the-phone interpretation translation in more than 170 languages. This service is available to TAB respondents in need of language translation during a hearing, while seeking assistance in the reception area or while contacting TAB via the phone.
American Sign Language interpreters are immediately available upon request at no cost for deaf respondents communicating with TAB, including, but not limited to, the conducting of the hearing. The American Sign Language (ASL) interpretation services are available via our Video Remote Interpretation Application.
